East Baltimore Community Corporation operates the Parent and Youth Empowerment Program (PYEP), in partnership with the Maryland Department of Juvenile Services and the Family League of Baltimore City. The PYEP is designed to work with parents and guardians whose children are arrested in Baltimore City and deemed to be releasable; however, parents/guardians have either refused or are unavailable to pick up their children from the Baltimore City Juvenile Justice Center. PYEP staff works with the needs of the parents to enable reconnection with their children and assumption of parental responsibility. In addition, PYEP connects the parent and child with community-based services based on their needs.

Services include:

Assisting in identifying information about family resources;
Accompanying families to court, school or other meetings;
Home visits;
Informing and educating families on navigating agency processes with agencies such as:
Juvenile justice,
Child welfare,
Education, and
Empowering families to advocate for their child

The PYEP Program is located in the 1st Floor Intake Department of the Baltimore City Juvenile Justice Center at 300 N. Gay Street.

Program Outcome Measures

The data for Fiscal Year 2013 highlights the success of the program. EBYFSB received 212 referrals from Maryland Department of Justice (DJS) and the Baltimore Police Department (BPD). Of the 212 youth referred, 147 (69%) were reconnected to their parents/guardian, avoiding unnecessary secure detention at the Baltimore City Juvenile Justice Center. 55 (26%) were placed in shelter; and 10 (5%) were placed in detention. It should be noted that the benchmark for the PYEP was 40%.
